Mr. Dizzy's Clever Idea is a story from the 1984 Annual.

In the country called Cleverland, there lives Mr. Dizzy; who isn't clever compared to the other residents who live there. For instance, he thinks there are six beans that make up five and that a pig is brown with horns and says moo. One fine day, Mr. Dizzy decided to get a job just like all the residence of Cleverland have. Even the animals have jobs here. His first attempt at a job was the assistant at a department store. He, regretfully, didn't last long at that job when he accidentally stole a woman's dog when he saw a sign by the escalator that said "dogs must be carried." It's pretty obvious what Mr. Dizzy did there.
Mr. Dizzy's next job was as a waiter at the best hotel in Cleverland. Sadly, Mr. Dizzy failed to understand the food lingo and the took some things literally. Once again, that job didn't last long. Mr. Dizzy wanted a job very badly. Mr. Dizzy decided to go for a walk and stumbles upon the wishing well. He took another drink from it and wishes to think of something clever to do. The wishing well grants his wish and comes up with a genius idea to make money: if you can't guess what Mr. Dizzy's thinking, you have to pay him five pounds. It's a little sleazy, but it did make Mr. Dizzy a lot of money. Don't you think? You'd better agree with Mr. Dizzy or you'll owe him five pounds.
